Age purchasing a lighter varies country to country.
It is 18 years old in India, but it’s 16 years old in New Zealand and Australia. If someone shops for themselves, it doesn’t matter their age. However if they are getting it for somebody else who is younger than the legal age to buy lighters, then that would be illegal because of all the obvious reasons (i.e.: fire hazards).
